Auto parts and intelligent manufacturing base: introduce high-end equipment manufacturing such as intelligent robots and CNC machine tools, combine the growth demand of Saudi Arabia's automobile market (such as the NEOM electric vehicle project in this country), and create a "localized supply chain"; please set up a China-Saudi Arabia joint technical training center to train local technical workers.

Photovoltaic module production: plan an annual production capacity of 5GW photovoltaic module production line, combine Saudi Arabia's lighting advantages, introduce Chinese leading enterprises> (such as Longi Green Energy and JinkoSolar), use fully automated production lines and intelligent warehousing systems to reduce manufacturing costs.

Energy storage battery base: supporting the construction of lithium iron phosphate battery and sodium ion battery production lines to adapt to Saudi Arabia's energy storage needs with large temperature differences between day and night, referring to the full industrial chain model of "Lithium Battery Town" in Jingmen, Hubei (material-battery cell-recycling)

Project implementation strategy - phased construction

Phase I: Infrastructure and industry introduction

Complete the factory buildings in the core industrial area and introduce three leading enterprises (such as LONGi Green Energy, JinkoSolar, and CATL); simultaneously start the construction of the first phase of the talent community (2,000 apartments) and the logistics park.

Policy implementation: Promote the Saudi government to issue the "Zero Carbon Park Tax Relief Act", exempt imports of green power equipment from tariffs, and "five exemptions and five reductions" for corporate income tax

Phase II: Improve supporting facilities and industrial collaboration

Expand the R&D center and living service area, build a branch of the China-Saudi Arabia Joint University; introduce small and medium-sized enterprise incubators to form a "leading + supporting" industrial ecology, and form a "up and down stairs, that is, upstream and downstream" model
